A message dated July 26, 2004, was received stating the Governor is                                 
transmitting the engrossed and enrolled copies of the following                                     
resolution to the Lieutenant Governor's office for permanent filing:                                
                                                                                                    
      CS FOR HOUSE JOINT RESOLUTION NO. 35(L&C)                                                     
      Relating to bovine spongiform encephalopathy, commonly known                                  
      as mad cow disease, and country-of-origin labeling for meat
